目的 系統評價和分析17國國家藥物政策的主要內容,為建立適合我國國情的國家藥物政策提供決策依據。
方法 共檢索13個電子數據庫、WHO、世界銀行和17國藥品管理相關網站,用預先設計的數據提取表收集相關信息,根據設計的理論框架對提取的信息進行分析和描述。
結果 共納入17個國家的182篇文獻,各國藥物政策共同關注的要點是:藥品規制和質量保障、合理用藥、藥品供應、基本藥物遴選、人力資源開發與培訓、傳統醫藥、藥品籌資和可支付能力、藥品研究、藥物政策的監測和評估、技術合作和本國醫藥產業發展。我國在藥物遴選、質量保障、供應、定價及傳統醫藥等方面開展工作,而對藥品研究、政策監測、本國醫藥發展和技術合作方面還有待進一步加強。
結論 建議籌備相關組織機構和規范工作程序,推動國家基本藥物政策相關立法工作,健全基本藥物目錄的遴選機制和配套實施政策,整頓藥品生產流通秩序,建立科學合理的藥品定價機制和基本藥物可及性評估體系,加強藥物政策的監測與評估,適時更新和完善國家藥物政策。
