To address the challenges of “attracting, cultivating, utilizing, and retaining” talents in county-level hospitals, West China Hospital of Sichuan University has established a counterpart assistance relationship with Huize, Yunnan. This article systematically summarizes the development paradigm of the regional medical “empowerment hub” constructed through the Huaxi-Huize collaborative innovation model, introduces the diversified collaborative mechanism, the three-in-one training system, and the “local food stamp” adaptation mechanism, aiming to explore the construction path of sustainable talent generation mechanisms in primary healthcare institutions, summarize innovative experiences and advantages, and provide theoretical support and practical references for the high-quality development of county-level healthcare.
